The problem was with IPSEng32.dll, which is a Norton Anti Virus (NAV) or Norton Internet Security (NIS) file. Did you tried reset your browser IE11? The newest IE works great, I use it on my tablet. The first is running Internet Explorer Performance troubleshooter.
It seems an update from Norton just a few hours ago has broken IE. Now, all the links are working perfectly fine.
